On the most recent WisTrans flier we include a list of routes that have been eliminated since 2000, and also a list of routes that have been proposed for elimination since 2000 or partially cut back since 2000. It is a list that is surprisingly long.
The following is the detailed list of the actual reductions that each route listed faced, including what was proposed and the budget year that it occurred.
This is a rather long list, please keep that in mind when you think about how serious the situation is with respect to transit cuts over the last 9 years.

Route 1: MetroLink Northwest Express • Eliminated in 2003 budget (This route was very popular, but was eliminated to save money because it was an express service that ran along the same routes as local services and therefore was considered non-essential, it is a sign of the seriousness of the situation when a route such as this is sacrificed)
Route 2: MetroLink Sowthwest Express • Eliminated in 2002 budget
Route 5: Oklahoma UBUS • Eliminated in 2004 budget
Route 6: Quad/Graphics West Allis & New Berlin • Eliminated in 2005 budget
Route 8: Quad/Graphics Sussex & Pewaukee • Proposed for elimination in 2007 budget
Route 9: Menomonee Falls/Butler • Eliminated in Waukesha County 2008 budget
Route 10: Humboldt - Wisconsin • Proposed elimination of service north of Capitol Drive in 2007 budget (to be replaced with less frequent service via a new branch of Rt. 15)
Route 11: Vliet - Howell • Proposed for full elimination in 2008 budget • Elimination of Vliet service and reduction in Howell Ave. service in 2008 budget
Route 12: 12th - Wisconsin (Teutonia - Hampton) • Proposed elimination of all service north of Florist in 2008 budget
Route 13: St. Paul - Michigan • Midday service eliminated in 2002 budget (became rush hour only) • Service east of 35th on St. Paul and Michigan eliminated and service reduced in 2003 budget • Eliminated completely in 2005 budget
Route 14: Holton - Forest Hone • Service along Mitchell and 1st Eliminated in 2008 budget • Holton service replaced by modified Rt. 11 in 2008 budget
Route 15: Oakland - Kinnickinnic • Reduced service between Packard Avenue and Clement Avenue when 15th Ave trips started turning branching at Clement in 2002 budget • Proposed elimination of all service south of Columbia in South Milwaukee and Oak Creek in 2003 budget • Elimination of all service south of Columbia in South Milwaukee and Oak Creek in 2004 budget • Proposed reduction in service between Capitol Drive and Bayshore by turning segment into a branch in 2007 budget • Proposed elimination of 15th Avenue branch (Clement/Pennsylvania/15th) in 2008 budget • Proposed elimination of service south of Layton Avenue in Cudahy via replacement using Route 55 (reduction in service) in 2008 budget
Route 19: Kind Drive - S. 13th • Proposed elimination of service south of Layton Avenue in 2008 budget

Route 53: Lincoln Avenue • Elimination of service along Delaware in Bay View to Oklahoma in 2008 budget

Route 57: Walnut - Lisbon • Elimination of Lisbon branch (Lisbon west of 60th) in 2004 budget
Route 58: Green Bay - Villard • Eliminated in 2002 budget (replaced with a branch of Route 80)
